Black Spot Mitigation Guidelines for Rwanda
Black Spot Management (BSM) is one of the most critical road safety tools used for
improving dangerous locations and sections on roads. Experience from years of black spot improvement work in developed and developing countries shows that BSM is still a highly effective engineering tool towards the
improvement of road safety.
Tatweer has commenced its work on the Black Spot Mitigation Guidelines which will
be tailored for Rwanda’s transportation system. The guidelines will be based on
international best practices and research applicable methodologies. The purpose of
this task is to assess blackspot locations and propose countermeasures that align with
safe system principles along with the objective of eliminating or reducing roadway
injuries.
The guidelines will include methodologies of blackspot identification, countermeasure
strategies and options for prioritizing such countermeasures.
